NASCA Announces Joe Damico as NASCA’s new Vice President

LEXINGTON, Ky.– The National Association of State Chief Administrators (NASCA) announces the election of Virginia Department of General Services Director Joe Damico as the new Vice President of the Executive Committee.

Damico joined the NASCA Executive Committee in 2021 as an At-Large Director. He chairs the Research Committee, which identifies key areas and topics for research projects and oversees their completion. He has also participated in panel discussions during the Annual Leadership Conference and other professional development sessions. Damico was the recipient of NASCA’s 2021 National Walton Leadership Award.  

“NASCA does amazing work promoting excellence in state government operations across the country, and I am honored to serve as the Vice President of the Executive Committee,” Damico said. “I look forward to working collaboratively with our state members and private sector business partners to obtain efficiencies and improve results for our taxpayers.”

In his state role, Damico has served as Director of the Virginia Department of General Services (DGS) since 2018. He was appointed to that position after serving as its Deputy Director for 16 years. He is responsible for more than 700 employees and an annual budget of approximately $269 million, with an additional over $550 million in capital outlay funding. His areas of responsibility include Virginia’s public health and environmental laboratory; procurement of nontechnology goods and services; capital outlay management; construction management; real estate; management and maintenance of Capitol grounds; fleet management; the federal and state surplus property programs; a warehouse distribution function, graphic communication services; and mail delivery at the seat of government. Prior to his role at DGS, Damico served eight years in administrative services at the state’s mental health agency.

Before beginning his career with the Commonwealth of Virginia, Damico worked as a Senior Management Analyst with DYNAMAC Corporation and as a Logistic Analyst with Innovative Logistics Techniques Inc. He also served both active duty and in the reserves in the U.S. Army Medical Service Corps, achieving the rank of Captain.  

Damico received a Bachelor of Science in Mathematics/Computer Science from Longwood College, a Master of Public Administration from Virginia Commonwealth University, a Master of Science in Health Administration from Virginia Commonwealth University/Medical College of Virginia, and is a graduate of the Virginia Executive Institute.
