NASCA Honors Outgoing President, Brom Stibitz of Michigan, for Leading State Government Operations' Leaders During Uncertain Times

LEXINGTON, Ky – The National Association of State Chief Administrators (NASCA) announced the departure of its Executive Committee President, Brom Stibitz, as he leaves the role of Director and Chief Information Officer for the Department of Technology, Management and Budget (DTMB) for the State of Michigan. Stibitz departed the public sector on October 15, 2021, at which time he began a new position with the Municipal Employees’ Retirement Systems of Michigan. 

As President of NASCA, Stibitz helped to further the association’s mission of transforming state government operations. At the time he took office as President, Stibitz noted that “the critical work done by our members to establish a community of government administrators that share best practices and develop operational excellence has greatly improved services for residents across the country.” 

Stibitz has been with the DTMB since 2015, serving as Deputy Director until his 2020 appointment as Director and Chief Information Officer by Governor Gretchen Whitmer. In his role as Director, Stibitz has managed state agency operations to provide statewide information technology services. As Director, Stibitz also oversaw numerous business and administrative services rendered to Michigan's residents, businesses, state agencies, state employees, and retirees.

Additionally, as Director, Stibitz has served as the state’s chief information officer, a role in which he managed all aspects of cybersecurity and information technology across state government. With an emphasis on efficient business processes, customer service, and employee engagement, Stibitz led numerous efforts to create a culture of continuous improvement at DTMB, which ensured the timely delivery of services to more than 48,000 state employees and 10 million residents of Michigan.

Stibitz has contributed greatly to the association in his time with NASCA, also serving as Vice President, of the Executive Committee. As Vice President, he chaired NASCA's Strategic Partner Group, which thrived under his leadership by offering best practices and innovative initiatives as well as partnering to ensure a collective voice for state government operations. Stibitz has maintained a deep commitment to NASCA and actively participated in many other committees and work groups as well.
